i believe they do that only with medical testing for DL via your doctor/GP.

an assessment every 2 years or when you renew DL (i can't recall), writes you a note to confirm you're "OK to drive".

People are completely incapable of handling these vehicles.

Confirmed by the police that it was a 2016 Range Rover. Odds were good, but that was a total guess.
