There was a lineup but the exact time of that photo was 6:43pm. I believe they close at either 7 or 8pm (15 usd to get in). It wasn’t too too busy but you gotta go late or very early I hear.

For $20, the tire carrier bags are totally worth it. Makes it easier to lift and stack them, and more reusable than the plastic bags. It also protects the car interior better when you have them inside the car.

I picked up a set from Costco for like $38 last summer and I recall they were on sale. They pop up on sale from time to time at Canadian Tire (Motomaster brand.)

I got a set somewhere in my house that you can have. They (just barely) fit my 255/45/20 wheels and should fit fine down to stuff around 235/40/18 or so.

I got mine from Amazon, the prices went up lol they were like $40-$50 when I got them years ago. They also don't flap around like plastic bags do when I have my windows down which is very annoying.
