I went up a resolution and put everything up from low to med (with exception to lighting and shadows) and I have better framerates now. Apparently the game doesnt save settings properly so you end up running a hybrid of old and new settings.

KILLER! Now I don't feel that bad blowing my money on a 6600 because I get some decent performance now.

My difference was probably more drastic because I tried this game with a few graphic cards so I probably had a real mess of saved settings.
