OK, well things have changed slightly, and here's the revised situation.

MR2 owner drove up to show me the car with the intent of it being purchased by me. That didn't end up working out, but we still have to make arrangements for purchase.

The following options present themselves:

She sends paperwork to the necessary parties, drives the car up, then sells it to me.

She sends paperwork to the necessary parties, I go down, buy it and drive it back up.

I would prefer the former as I would avoid Washington state taxes, but the car is REALLY nice and I'll take it pretty much regardless.
