Curves and Levels to correct exposure and to enhance contrast.
Usually I will also use Burning and Dodging to highlight areas that I need to emphasize or correct.
However, in the photo that you took, the background (the sky) and the foreground (the rundown building) do not mix. It is simply impossible to expose for both the background as well as the foreground since one is so much brighter than the other. There are a few ways around this...one is to use RAW and take one shot only and use Layers to make two exposures; the second is to do two shots: one exposed for the foreground and one exposed for the background then blended together with Layers.
