I've read that the 18-70 is a better lens than the 18-135 in terms of sharpness and less distortion, hence why it costs more. It also has a metal mount vs the plastic mount found in the 18-135.
As for the D40 vs D80, go try them both. Some people can't stand the small size of the D40, while other love it. At first, I loved the small size of my D40X, however, slap on a heavy lens and an external flash, and the D40X feels very unbalanced and awkward. Also, manually focusing anything with the tiny view finder is a PTA with the D40's.
The D40 has a mechanical shutter, vs the electronic shutter on the D40X and D80, so you are limited to a flash sync speed of 1/200 on the D40X/80 vs 1/500 on the D40.
