i wouldn't say dubai is the place to go for a concrete jungle type of experience. hong kong and tokyo are definitely the top on the list. while dubai is amazing, it is still a young city comparatively, so if you love modern architecture, dubai is great, but concrete jungle, i'd say no.
besides manhattan, there really aren't that much skyscrapers outside of it. the other 4 boroughs are mostly residential and pretty ghetto for the most part. but honestly, unless you know the city well and can avoid wasting time, there isn't a lot outside of manhattan worth seeing. even though they have subways, it can take 20-40 minutes to take a train out the 4 surrounding boroughs.
you might want to consider going to six flags great adventures in jersey. it's about 1-2 hrs drive out of manhattan i believe.
