for shaw users i can safely say i dont get any of those problems. check with a shaw technician there might be a problem with the feed going into your home.
on a side note, dont use any signal amplifiers as these will cause more problems than solve. and i must say shaw cs is much better- they replaced ALL my coaxial connections when i had a problem and they were able to get the problem fixed in a timely matter (<24 hours)
