You sure a Torrent isn't running? I checked a few of the IP's and they're coming from all around the world (China, Bulgaria, US are the first 3) on high numbered ports.

I think someone earlier mentioned it, but if you connect just one computer directly to the modem, do you still have the slow performance? Ideally, you'll want it to be a PC that you know is relatively clean (i.e. no possibility of trojans, viruses, torrents, etc running on it) and see if the performance is still slow.

If you're curious as to who those IP's belong to, try this.

One more thing - do you see in your PC's event viewer a message like this:
EventID 4226: TCP/IP has reached the security limit imposed on the number of concurrent TCP connect attempts

If so, it may be a Vista or post XP SP2 problem where they limited the number of simultaneous connections to 10.
