If buy cocaine 4 times a month, that's fine, no problems, you still hold down a job and make all your payments. No criminal record either. Good citizen.
If you're laying in the street twitching while super fucking high, well, obviously you have a problem and you're locked up until sober and rehabilitated.
Seems like a better plan to me, tax it, government makes money to treat addicts, and puts the extra money into developing better, safer recreational drugs.
