what are your future plans with it?
the 03 SI has a D motor that really... well.. sucks... you can put a shit load of money into it and it still won't go "fast" or you can pay big money to swap in a K motor in it. Then we're talking.

The 00 SIR on the other hand has the B motor which is quite common well known, and has lots of potential.

Suspension wise. The Mac strut on the 03... Well I've had some bad experiences upon lowering them, mainly because where the tie rod is. So when it comes to lowering you can only go so low before you run into big problems such as bump steer. Correctable but just more stuff to deal with.

In my opinion the SIR will be a much more fun for you in the long run if you plan on doing some mods and making it go.

The SI on the other hand seems like a great car to make LOOK nice... and go kinda fast.

Depends on your plans.
