Have you changed any hardware (namely CPU) before this started happening? Maybe you upgraded the CPU and the board didn't support it fully? Maybe the 4 pin P4 power connector isn't connected?
If everything checks out, see if there is any way to disable any CPU checks in the BIOS. Also, make sure you're on the latest BIOS for your board. I highly doubt it's the sound driver, as the system hasn't loaded any drivers at that point for Windows. It's a built in feature of the BIOS that is causing that announcement. (I'm guessing it's an Asus board?) What model is your board?
