You're absolutely right that Vettel can/should defend his position. But the overhead video is more telling than the in-car. I was wrong - Vettel does brake in time for the corner (I didn't see this correctly on the in-car), but he actually hits Kubica on corner exit.
Kubica has a quarter car on Vettel at entry and half a car at the apex. Kubica has position at the apex. Vettel spears Kubica on the way out of the corner, when he should have held off on the throttle.
After reviewing the overhead, I am more sure that it was Vettel's fault. Granted, Kubica could have chosen a better spot to pass.

You're right about the overhead and the in-car view...dayum what a big difference...the overhead has Kubica 3 quarters ahead and the in car has Kubica and Vettel side by side. Anyways both drivers were wrong more on Kubica part for the unsafe pass. It was a racing incident..nothing intentional...Vettel should not be peanilzed thats all.
