I've been to a handful of European countries and have yet to encounter an establishment that accepted a tip without them running towards me telling me I forgot my money.

Smart? No. Dirty? Yes. In fact, a lot of Chinese restaurants do this. I generally make it a point that I want my change back and leave little to no tip as backlash.
