Weight Training: How to get ripped arms?

In theory, once you get your arms to look bulky by doing "low reps, high weights"..you would want to switch to "high reps low weights" in order to achieve the "cut" look on your arms correct? By high reps I mean "12-15 reps" , low reps I mean "8-10 reps".

I have read a lot of things but this one makes the most sense. Anyone going through this right now?

Big and bulky will only look good under the shirt.

How do u get arms to look like they're flexing when it's just naturally hanging beside your body?
