Try the p90x, great reviews from real people. As far as the "How do u get arms to look like they're flexing when it's just naturally hanging beside your body? " goes, it take's time/hard work/dedication/knowing how to work out.

Honestly you do have to read a bunch of articles, gather a bunch of opinions and come up with your own plan that suits you...alot of people do not know what the fuck they are talking about when it comes to lifting. Do some research!
