the radiator fan dosen't turn unless the car think's its necessary to do so - ie: when you are going at 100km/h, the fan turning wouldn't help with cooling since air is already hitting the radiator at a great speed. also, unless you left your car idling (stopped) for some time, the radiator fan also wouldn't need to turn to cool the radiator, as there is not yet enough heat accumulated.
