Yes, the TS lens will get rid of perspective issues. You can also shift the lens and a take two or more different shots and stitch them together in software. This eliminates the distortion caused when panning the head to create stitched panoramics.

A 17mm TS-E was also released, but I haven't gotten one in yet. The front element is HUGE. One benefit of this lens is when you make a stitched image by shifting the lens, you get a 10mm FULL FRAME rectilinear image. Of course, the film/sensor must be perfectly aligned with the scene. This is an architectural photographer's wet dream.
