Same concept as jacks, so you don't drag the stand on pavement. It basically rolls as the bike is lifted onto it.

its mostly for servicing the bike lubing chain, removing rear wheel etc.

and for track bikes side stands are allowed, so they all bascially use either just the rear stand or front and rear stands if you want tire warmers on etc.
Do you mean the standard kick stand? No, if the bike is for racing and is race prepped, the kick stand must be taken off. If your doing track days then, yes, the kick stand can be left on.
