My definition of rice is:

Adding anything that doesn't do what it inherently is supposed to do (e.g. spoilers, front air dams and body kits just for looks, where it originally is designed for aerodynamics)
Adding any kind of cosmetic that makes it look like something it's not (e.g. Type R-R-R!)
Performance mods that are more cosmetic than performance (e.g. unpainted CF hood)
