Those top sheet chips pose no hazard whatsoever. It's not gonna affect your performance whatsoever. In fact, when you see a advanced rider's board, check out if you can what kind of abuse it sustains

As for the bumps at the bottom due to the screws, none of my boards have ever experienced that but I can't imagine it giving you trouble getting down the hill. In fact, I've experienced the opposite. My boards don't have bumps but dimples where the screws are. I still get down fine.
