Richmond center area has always been packed with bums at night. They come out from their hiding spots around 3 or 4 in the morning and lurk about. I'm sad to hear about what happened op but it's nothing new and you would have to be an idiot to believe that the canada line caused this.
I don't even understand why bums would want come to richmond, Vancouver has way more soup kitchens, shelters, and crack is more accessible.
