If you do a "clean install" - i.e. you tell it to wipe the hard drive and install on a blank disk, then yes, it's all gone.

If you choose" upgrade" then no, everything will be the same. Nothing will be reset, but some applications/plug-ins may not work anymore because of compatibility issues with the new OS.

If you have a Time Machine disk, you can do a clean install and then reload everything from the Time Machine image.
