Pretty much sums it up. Unlike consoles, PCs lose value super quickly. A P4 Dual Core is pretty much outdated and considered below average in processing speed now. Without a good video card (not that he even listed one which makes me wonder), the tower would be worthless. The bulk of the price is anchored by the video card and processor. Both of which seem to be sub par at best.
Every else listed is chump change. Power, fans, ram, all relatively cheap stuff. And for the CRT monitor, ughhhh I don't know ANYONE that would pay for a CRT monitor. People give that stuff up for free and still have a hard time getting someone to go pick it up. Like Invisi said, he should really be paying you to put up that junk/space consumer. And in terms of how up to date the CRTs are, well if you compare the CRTs with LCDs in the market, it is like comparing your old box TV with a new plasma/LCD HDTV.
I'd go even less on how much the PC was worth. Windows 7 is probably just a copy and hence is pretty much worthless. I would be generous in saying the PC worth more than 130. The processor is the only reason why I gave this price.
