I agree Seattle would be ideal, but the only problem is there is no NHL ready facility. The Key Arena can fit in an ice surface but one end of the arena would be missing a whole bunch of seats in the lower bowl and the Arena also needs a massive infrastructure upgrade, one of the reasons the Sonics left.
Portland already has a NHL ready arena in the Rose Garden, which is owned by Paul Allen (owner of the Trailblazers and Seahawks), who has expressed interest in an NHL team the last time the NHL expanded, but who knows now.
