Because they are banned. Just like traction control, launch control, etc. They want to keep it more about driver skill than simply electronic programming.
With traction control, a poor driver can drive faster, while a good driver would drive slower, thus narrowing the field not allowing those who are more skilled to excel.
Without ABS, a good driver will be much faster than a poor driver, whereas ABS will just falsely assist the poor driver.
