My understanding is that, in Canada at least, DOWNLOADING isn't illegal, but SHARING is. Thing with almost all torrent clients is, as you're downloading, the same data is made available for others to download from you, so unless you block the upstream, you're automatically sharing everything you download. Vuze is a search browser, torrent client, and media player all in one... so as you're viewing/downloading video on it, you're also streaming it back out to others.
What's happening here is that copyright holders (the movie/TV studios, rights organizations, etc.) will go out and search torrents of their properties, then attempt to download them... make note of the IP they're coming from, and then contact that ISP, saying, "Hey, we're downloading our stuff from this IP of yours, make them stop!"
