depends on what part of the city you're in. in saigon, district 1,2,3,7 are clean... hanoi is the same thing, the old quarter and hoan kiem area are super clean.
you shoulda seen vietnam 5-7 years ago, now THAT was dirty.

passport and visas are 2 completely different things, so if they ask for a 4x6 photo, what do you think?
