Toughness has nothing to do with checking hits. I also believe height and weight don't affect it either. Its checking and balance stats. If you take a look at Chara's and Boogaard's stats (two of the best NHL10 hitters and guys you just bounce off of) they both have excellent checking and balance. To throw some good hits your checking and balance should both be in the mid 90's. If the guy you're trying to hit has a higher balance stat than you, its likely you'll just bounce off. Also note that what the opposition player is doing can affect how hard you can hit them. If they're in the middle of a pass/shot/deke they are much easier to knock down. If they're skating up the side boards without deking it can be quite hard to knock them down and you may be better off using board play to staple them to the boards.
