MS isn't offering it on units that come w/ Windows XP or Windows Vista Home Basic, which appear to be the OSes offered on that particular unit.
Windows XP Home > No Free Upgrade
Windows XP Professional > No Free Upgrade
Windows Vista Home Basic > No Free Upgrade
Windows Vista Home Premium > Free Windows 7 Home Premium Upgrade*
Windows Vista Business > Free Windows 7 Professional Upgrade*
Windows Vista Ultimate > Free Windows 7 Ultimate Upgrade*
*If manufacturer deems unit eligible for free upgrade
Beyond that, the manufacturer may restrict what units are eligible at their discretion including, but not limited to, models, retailers, date of purchase, date of manufacturing, country of purchase, etc.
