If you are using nvidia card, download EVGA precision from evga website and you can monitor your card's temperature. Also allows you to increase/decrease your fan speed and overclock your card. Very helpful tool.

Back on topic, it looks like your card is producing artifacts, that is when you see lines of colors on your screen. This is due to overheating issues. Best clean and repaste your GPU.

My brother's GTX 260 was like that after a restart and BFG RMA'd for a GTX 285. If you're not a computer tech and don't want to fiddle with your card mechanically, you can send an email to BFG and they will most likely RMA your card. But the process will take weeks.
