There are about 10 different things you can do to stop them, but reporting them is not one of them. The cops would laugh at you if you phoned in to report this.
To stop them try googling some thing like "wireless secure". Your ISP or router instructions will help you out as well. I believe the current Telus modems come with encryption enabled as mandatory.
