Ok after some reading comments here and online. I'm going to go with a intergrated GPU and Sound Card (I could always expand in the future) to keep the budget low and to accomplish was is needed.

Radeon HD 4200 and 7.1 audio (should be ok since I dont plan to do any gaming)
