Motorcycles are exempted from having to qualify according to the sign and may always use the HOV lane.

Motorcycles are always allowed to use the HOV lane I guess. I always use it and never thought about it being allowed or not lol. But the reason why they allow motorcycles to use the HOV lane is for safety reasons I think.
