I fail to see how this is the case considering that Pacman has never been caught with using performance enhancing drugs. Saying he is guilty because his refusing testing is a premature judgment.
Note: i am not saying whether or not he is ACTUALLY using drugs, I just don't make assumptions based on a refusal for testing.
