I guess that would really depend on whether he needed good colour reproduction and better viewing angles. Surfing and gaming are probably OK for a TN panel. Viewing angle may not be so good, but he'll have an extra $200 in his pocket by buying TN.
Not sure if most people would be willing to pay 2x the amount for an IPS or VA...
