One of the easiest ways to tell a poor LCD is to check the off axis illumination. Have you ever used a notebook, and with time slouched in the chair and had to readjust the screen angle. That is a sign of poor off axis illumination.
An easy way to compare monitors is to put them into a dual monitor setup.
All the iMacs use good quality panels, if you have access to one to compare.
Only after you can recognize a S-PVA panel, can you decide if it's worth the extra cash. If you can't tell the difference you will never pay a premium for it.

The small iMacs (21.5" or 20") use a TN panel. Better quality TN than most, but still a TN. The panels they use seem to have big problems displaying blue at anything but a perpendicular viewing angle. I pointed it out to several people at work who claimed I just hate Macs (which I do, but it's not the point). If you move your head a few inches to the left or right, the blue starts to turn green. It doesn't happen on the PVA or IPS panels (27" or 24" iMacs).
