I would say, order your dress shoe size but with the socks you would wear when lifting. They fit very much like a lace up dress shoe. Half a size smaller is the norm and it worked for me.
Just wanted to add, weightlifting shoes are just that- for weightlifting (the olympic sport). You may use them for squatting (even for squatting- consider if you like a high bar or low bar position) but should be reserved for the athlete that spends a considerable amount of time on the platform. They are expensive and you do not need them for bicep curls.
