I highly doubt that.
I received a ticket in Delaware (I was there on business but was living in Colorado at the time) and the State of Colorado sent me a letter asking me to pay the fine in Delaware or they would suspend my license.
That in itself makes me think that the ticketing system is interlinked probably nationwide.
Also, you mentioned that your uncles friend did the ticketing system for the
state of Washington. Wouldn't that mean that any cop in Washington could find out your ticket history and not just the county cops?
