there is a tool Shaw has somewhere on their site (not sure if it's still there) that you can run to automatically configure Outlook to connect to the Shaw servers for the connection you have.

It's not your campus that's bs. It's Shaw that doesn't allow external connections to use their mail servers for sending mail.
As someone said before, you can use Gmail's mail servers to do the sending for you. Alternatively, see if you can use your campus mail server to send mail for you too. What campus is this? I'm sure there is one you can use to send emails from campus as well as other places such as your home.
