You're just not using it properly. I got a 13 killstreak with a riot shield and usually end up with a 1+ K/D. I use it with C4 or throwing knife. Always walk crouched and bait your opponent. Most enemies don't know what to do with a riot shielder and they either keep shooting you or try to throw a grenade. Once they empty their clip, throw a C4 and detonate or line up your throwing knife.
I love killing campers in corners with a riot shield. They can't move when you pin them and two smashes, they're done.
