Mine is always leashed unless I'm in some open field where I can see forever and nobody else is around. If you don't have 100% control of your dog when off leash (which I don't) I don't think they should be unleased in public even in off leash areas but that's just me. I'll let him off leash if I'm in an empty field where I can see for a KM in every direction and nobody else is around, other then that my dog is on a leash 100% of the time when off my property.
