You have the ability to multitask and have several programs doing work at the same time, but for many users they never really multitask in the true sense of the word - they task switch. Most likely the only multitasking they've done is have files downloading while continuing to browse the web.

But the program is still using system resources. What people mean by multitasking on the Iphone/Ipad is being able to have 2 programs at once.
