Probably worth it to mention, don't ever take apart a CRT monitor or a laser jet printer, for the same reason.

As long as it's unplugged, a computer PSU and a laser printer are perfectly safe to open up. CRTs are dangerous only because the tube acts as a giant capacitor and can hold 20,000+ volts.
Replacing a PSU fan is easy if you pick up a suitable replacement. Good idea to blast the dust out of the PSU while you have it open, too. Only catch is that you'll need to cut and splice the fan leads in most of them, and you really want to make sure you connect the new one properly, and properly insulate the splices.
