what I was thinking is:
they have a review team upstairs, even just a couple of the refs that aren't on a pitch reffing a game atm (no hiring extra people) and these guys would
-review goals. by the time a teams done all the goal celebrations, they can tell the ref for sure if it was a goal or not. zero time lost.
-as above, penalties inside the 18
-review red cards. if a guy gets tossed, the guys upstairs review it (while play continues) and if it's found that a red should not have been given, the player gets let back on. (theoretically they could review yellows too)
alternately the team could be allowed to get 1 red reviewed per half if they request it, but this would stop play.
don't review every foul and crap tho. just big stuff.
my gf argued that this would lose the refs credibility, and the players would argue stuff more. but to me, it shouldn't because the guys confirming decisions are upstairs anyways, AND these refs credibility has to be shit now anyways with all these calls that are obviously bad once reviewed on TV.
