Which means there's probably a higher statistical group of dumb people partaking in illegal activities in that area.
Lets agree that West End of Vancouver or even N.Vancouver is safer than Surrey. Surrey has a reputation for being a gang hotspot. Surrey is even the leading suburb of car jackings not only in BC but in all of Canada.
