i dunno if this would work, but a lot of people use acrylic and wood cleaner sprayed on to mimic a sheet of ice. they use that outside to shoot pucks , to get the same friction and feel. you can look on youtube for tutorials, and maybe you can cut it to size for pads? hope that helps.
