Just wanted to chime in here...
I got a speeding ticket in 2007 coming through WA on my way back up to Alberta.
The ticket was almost 500$, so I figured I wouldnt pay it considering I didnt think I would be going back to WA for a long time. Now that I have moved to the lower mainland, I obviously travel to WA quite frequently.
Having said that I tried to get ahold of kings county and pay the ticket last year but they couldnt find any record of it so I gave up.
I am a little worried though that one day i could go to cross and get nailed, but I have one advantage, at the time the ticket was issued they got all my information from my AB drivers lic. so none of it matches my current BC license info, so hopefully that will keep them from putting the pieces together lol.
The thing is, it's not like there is a magical computer system that can link your passport, drivers lic, the border crossing, etc to flag you for unpaid tickets, but if the border crossing checks your name for warrants or you get pulled over and they check you could get nailed assuming a warrant was issued.
Also, if they released your account (ticket) to collectons, I do not believe they can issue a warrant as a result of that ticket, it has to be outstanding unpaid ticket to the county, not a collection agency, as the county has no way of enforcing a debt which does not belong to them.
