Just screw the ps to the board as well if you have some sorta bracket. Just to keep it from sliding around. You can also leave it on the bottom. Makes no difference really.
For the power switches you wouldn't want to use the ones on the case anyways. It would probably be in an awkward place. Just run a wire from the motherboard to a push to contact switch on the outside of your case. Same with the reset.
