It doesn't hurt to retake a course or two if you think you'll do better the 2nd time around. If you still can't get in but your GPA is fairly close to the cutoff point, then just keep applying but take upper division econ courses during the process. If you get in, then those econ courses can just count as upper div electives. If not, then you can move to econ without being behind.
